When the unlucky 13th University of Oregon president was sworn in, budget woes loomed over the celebration like the ghost of hangovers past. My editorial cartoon for the student newspaper suggested the University's financial hole was big enough to make anyone at the party have a second, third or thirteenth drink before getting started on the job.
